Work Package 3 – Evaluation
The main focus of WP 3 was to continuously evaluate whether Joint Action tasks were being conducted as planned and if the objectives were being achieved. This constant process was supported by the Evaluation Plan, which provided the framework for the consistent monitoring of the implementation through ongoing evaluation analysis.
Evaluation Plan
The Evaluation Plan analysed the needs, objectives and achievements of the entire Joint Action and each WP task, establishing the most relevant process, output and outcome indicators for each specific objective of the Joint Action. The Evaluation Plan consisted of two main parts: a monitoring and an impact plan.
Implementation Monitoring
The Monitoring Plan provided basic planning processes related to the monitoring of implementation actions within the Joint Action. After the Monitoring Plan was defined, data collection systems were put into place in order to gather the required information to assess the level of the Joint Action’s performance.
Ongoing Evaluation Analysis
There were approximately 12-15 surveys (most of which were conducted online) that were expected to be performed to assess Joint Action outputs such as deliverables, events or Joint Action meetings. By means of the surveys, we analysed satisfaction with and uptake of CHRODIS PLUS implementation projects, main outputs and organisational/logistical issues. Finally, contributing-value interviews with Governing Board and WP Leaders complemented the ongoing evaluation analysis task.
Short/Mid-Term Impact Evaluation
A set of indicators following the approach proposed in the Joint Action CHRODIS impact assessment plan were defined. The required data was sought out and analysed to produce a relevant project outcome.
Timeline related to deliverables/milestones:
- November 2018: The Short/Mid-Term Impact Evaluation Report, with the Monitoring Evaluation Plan expected to be delivered by April 2018.
- August 2020: Final Evaluation report
- February 2019: First-Period Evaluation Report
- February 2020: Impact Evaluation Report
